Off-balance sheet energy performance contracts for public buildings: best practices in the EU. European Commission webinar

On Tuesday, April 26, the Secretariat of CEPI participated in an online event organized by the European Climate, Infrastructure and Environment Executive Agency (CINEA).

The event focused on the development of off-government-balance sheet energy performance contracts frameworks (EnPC) for the energy renovation of public buildings across different Member States and on the most recent developments of EnPC financing models. The EnPC combines amendments of local regulatory barriers, development of Eurostat compliant model contracts and guidelines for users, the set-up of framework contracts for suppliers and project development assistance, specifications of targets, or mandatory objectives for public authorities.  

During the event, participants had the chance to hear from Mr Jean-François Marchand, Senior partner at Energinvest, about the key elements of a Eurostat-compliant EnPC financing framework; while Mr Marcel Lauko, Chairman of the Board of the Association of Energy Service Providers, introduced the Slovak EnPC legislative framework and financing instrument; Ms Karolina Loth-Babut, Executive Director of the Polish National Energy Conservation Agency (KAPE), focused on the insights into the Polish EnPC financing framework and financing model; and Mr Robert Pernetta, Financial Instrument Adviser at the European Investment Bank, presented on the off-balance sheet EnPC frameworks for the energy renovation of public buildings.
